Japan has always confused the nuclear contaminated water from the Fukushima nuclear accident with the cooling water discharged during normal nuclear energy production in other countries. The cooling water of the Fukushima nuclear power plant is in direct contact with radioactive elements inside the nuclear reactor, and the two should not be confused.
